National space cluster
Leading management, industrial and technology practices and competencies
from private companies for the space sector
Cluster mission
The cluster brings together the country’s strongest technology, science and industrial organisations to accelerate delivery of the national “Space” project. The cluster team is building a foundation of thousands of companies with hands-on experience in space technology—from basic components to advanced integrated systems. We believe this approach will give a new impetus to Russia’s space sector and pave the way for ambitious deep-space programmes.
Key objectives
- 1.Identify specific technology work packages from the national “Space” project that can be executed by private contractors.
- 2.Onboard and verify cluster participants, residents and partners: manufacturers, R&D centres, industrial groups and subsidiaries, research centres and universities.
- 3.Attract private investment into cluster resident companies that already perform work under the national project.
- 4.Design support measures to build skills and equip industrial companies so they can bid for Roscosmos contracts.

National “Space” project
The national project “Development of space activities in the Russian Federation” was approved in 2025; implementation began in January 2026. The goal is a technologically sovereign and globally competitive space sector. The programme includes communications and Earth-observation satellites and deeper private-sector involvement in major industry tasks.
